Implementation of Digital Infrastructure for BBHI Philhealth Yakap Clinic

We are inviting reputable and experienced IT Solutions Providers to submit proposals for the development, installation, and maintenance of a digital ecosystem tailored for our accredited PhilHealth Yakap Facility.
Our goal is to streamline outpatient consultations, enhance data accuracy for PhilHealth claims, and ensure seamless integration with the PhilHealth Electronic Medical Record (EMR) ecosystem.
Scope of Work
The selected provider will be responsible for:
- Deployment of a PhilHealth-accredited EMR system.
- Hardware procurement and network optimization.
- Staff training and technical support.
- Data migration and security compliance.
Minimum Technical Specifications
To ensure eligibility, proposals must meet or exceed the following technical and operational requirements:
1. Software & Compliance
- PhilHealth Accreditation: The software must be a PhilHealth-certified EMR provider capable of real-time API integration for Konsulta (Yakap) claims.
- Interoperability: Must support HL7 or FHIR standards for potential integration with existing Hospital Information Systems (HIS) or PACS.
- Data Privacy: Strict adherence to the Philippine Data Privacy Act of 2012 (RA 10173), featuring role-based access control and encrypted data storage.
- Cloud/Hybrid Functionality: Ability to operate offline during internet outages with automatic cloud synchronization once connectivity is restored.
2. Core Features
- Patient Profiling: Comprehensive digital records including biometric data or photo capture.
- Encounter Management: Digital SOAP (Subjective, Objective, Assessment, Plan) notes and ICD-10 coding.
- E-Prescription & E-Laboratory: Automated generation of prescriptions and lab requests compliant with PhilHealth standards.
- Reporting Dashboard: Real-time tracking of patient encounters, medicine dispensing, and claim status.
3. Hardware & Infrastructure Requirements
- Server/Workstations: Minimum Core i5 (or equivalent), 8GB RAM, and SSD storage for all primary terminals.
- Connectivity: High-speed Fiber internet with a secondary redundant (LTE/5G) backup system.
- Power Resilience: Dedicated UPS (Uninterruptible Power Supply) for all critical IT hardware.

Interested bidders must submit the following:
- Company Profile: Highlighting previous experience with Philippine healthcare institutions.
- Technical Proposal: Detailed breakdown of software features and hardware specifications.
- Financial Proposal: Inclusive of licensing fees, implementation costs, and recurring maintenance/subscription fees.
- Proof of Accreditation: Valid PhilHealth EMR Certification.
